Upgrade to 10.3.1

We are currently on PGP Universal  Server 3.2.1 and PGPDesktop 10.2.1_MP3...

I have a couple of questions:

1- When upgrading to version 10.3.1 does the server version need to be upgraded also?

2- How do I go about getting access to the new version? I have a serial number for v10.1 and a serial number for v10.2, but not for 10.3.1
